Net-Zero Advisory Body 3rd Annual Report
We are pleased to present our third annual report to the Minister of Environment and Climate Change and Nature, as mandated under the Canadian Net-Zero Emissions Accountability Act. This report provides our advice to the Minister. This includes a summary of earlier advice provided to the Minister in 2025 on unlocking investment and reducing GHG emissions, a net-zero industrial policy and a net-zero energy system vision for Canada. It also includes new advice on the development and application of such a vision and on approaches to addressing negative and excess emissions.

We are pleased to present our second annual report to the Minister of Environment and Climate Change, as mandated under the Canadian Net-Zero Emissions Accountability Act (CNZEAA). The Synthesis Report includes an overview of activities undertaken since our first annual report and our strategic priorities moving forward. Volume 2 and Volume 3 were pre-published during climate week in September 2024 and respond to requests from the Minister of Environment and Climate Change for advice on how to achieve Canada’s 2030 target and the setting of Canada’s 2035 target. Collaborate to succeed: The Government of Canada’s role in growing domestic clean technology champions
In this report, the NZAB recommends that the federal government adopt a more collaborative and strategic approach to industrial policy in Canada. A more modern net-zero industrial policy can help Canada grow cohorts of successful homegrown businesses that can compete internationally and prepare the country for a net-zero future. Key components include prioritizing sectors, convening stakeholders, setting goals, and aligning various policies, programs and funds.

Advice for Canada’s 2030 Emissions Reduction Plan
As Canada’s Net-Zero Advisory Body (NZAB), we are proud to present our submission to the Government of Canada’s 2030 Emissions Reduction Plan (ERP). This advice is intended to inform decision-making to reduce Canada’s national greenhouse gas (GHG) emissions by 40 to 45 percent below 2005 levels by 2030.
